Twin Cities RISE!

The mission of Twin Cities RISE! is to provide employers with skilled workers--primarily men from communities of color in the Twin Cities area--by training under- and unemployed adults for skilled jobs that pay a living wage of at least $20,000 annually.

We do this by providing a 12-18 month work skills and Personal Empowerment training program for adults living in deep poverty. Personal Empowerment is the lifeblood of our program. Participants learn they are lovable, important and valuable – regardless of what has happened to them.

We hold ourselves accountable to a pay-for-performance philosophy with the state of Minnesota and some private funders. We bear all program expenses and risks, receiving state funding only after achieving long-term outcomes. Our program works, and we achieve impressive results with it.

• 624% return to MN taxpayers. For every $1 invested in our program, we return $7.24 to Minnesota taxpayers from increased state tax receipts, reduced state subsidies and reduced recidivism among our graduates.

• Higher participant income. Our participants increase their annual income by an average of 246% to $24,655 plus benefits after completing our program compared to $7,125 pre-program.

• Long-term job retention. TCR! graduates succeed in the workplace. Among them, 82% remain in their job in the first year, and 71% remain in the second year.
