The Program Documentary sets out to explore the controversial and often abusive industry of teenage behavior modification.

In remote areas across the country, thousands of teenagers are being held against their will in behavior modification programs. These programs target parents whose "troubled teens" have been experiencing difficulty at home or in school. They promise to be able to fix a wide variety of behavioral issues with a "tough love" approach. These programs are largely run by unqualified and unlicensed staff with little or no oversight. They are implementing punishments that are in violation of the Geneva Convention with several cases of extreme psychological and physical abuse. Some have died.

The kids in these programs have no contact with the outside world. There are not allowed to leave until they are 18. Some have been sent younger than 10 years old.

The program is a documentary about the multi-billion dollar industry centered around teenage behavior modification.
