S.P.L.A.S.H. -- Serving People by Lending A Supporting Hand -- helps people in financial distress pay water utility bills. It depends on generosity of water customers who round up their bills and additional generous contributions. This project supplements funds collected directly by DC Water itself (about $100,000 per year).

We need your contribution to help people like Dolores (not her real name):

Dolores is a 54-year old mother and grandmother who proudly maintains her household as the sole breadwinner. In September 2011, she received a significant pay cut from her job. Unfortunately, her bills were quickly piling up and before she could find a second job, she had already begun to fall behind on the monthly payments. When she came to the Greater Washington Urban League for help, her bill stood at $308. Thanks to SPLASH – DC Water’s program to help customers maintain critical water and sewer service in times of financial emergencies – Dolores received $274 towards her water and sewer bill. Now she and her family, including a newborn grandchild, have been able to maintain their residence. Dolores was one of the lucky ones. SPLASH must turn away equally eligible applicants every month because we lack funds to help them.

Razoo Foundation, a 501(c)(3) charity, will receive and acknowledge your tax-deductible online donation and remit it to the Urban League (less 2.9% for service fees, see Terms) for grants to qualified water customers.

How SPLASH works

Eligible water customers must meet low-income criteria. SPLASH may provide up to $350 maximum to any one household in a 12-month period.

Funds available limit SPLASH. Most funding comes directly from DC Water thanks to generous water customers who authorize rounding up their water bills to the nearest dollar (or nearest dollar plus one or two more dollars). If you receive DC Water bills we hope you will authorize round up if you have not already done so -- and thank you for rounding up.

SPLASH receipts reached roughly $100,000 directly via DC Water in the most recent fiscal year. This Razoo fundraiser asks you to help add $10,000 more.

In November – for the very first time – the Urban League scheduled every applicant for an interview and, if eligible, relief from SPLASH! Let's keep up enough funds in 2012!
