PEPP is located in Moorhead on the Border of Minnesota and North Dakota in the region known as the Fargo-Moorhead (F-M) community. Although this area is considered to be the largest metropolitan community between Minneapolis, MN and Spokane WA, it is still small enough to be considered rural. PEPP has nearly 23 years of rich history of community organizing, movement building and focusing on social justice. PEPP began in 1986 by a group of low income, single-parent women that got together and learned how to organize the community to stop legislators from passing a 30% cut in public assistance. They won the issue and were able to continue their college education giving them access to higher wages and a way to get out of poverty. Their work began by developing their relationships with community allies who believed in their vision. Their organizing success was the seed of justice that created PEPP. Since that time,
PEPP has grown into a mature and stable nonprofit organization that builds and unites community through the development of the leadership of disenfranchised people and involves them in the process of community building and Democracy.

Supporting PEPP's work in grassroots community organizing efforts supports our community financially! http://www.ncrp.org/ In the newly released report "Strengthening Democracy, Increasing Opportunities: Impacts of Advocacy, Organizing and Civic Engagement in Minnesota" documented how 15 local nonprofits and their allies leveraged foundation grants to secure nearly $138 of benefit for every dollar spent for Minnesota's citizens.
